This brief is for RFMOs, river basin authorities, carbon registries, mining regulators, spectrum coordination bodies, government agencies, NGOs, and research institutions exploring whether CORIOLIS ONE's allocation engine can add value to their existing process, in whichever of the six domains they work in. It is a scoping document for a non-binding proof-of-concept pilot: not a sales pitch.

What we are proposing

A single-zone, time-limited pilot in which CORIOLIS ONE runs its allocation engine against your zone's actual stakeholder data and produces a written recommendation: with full reasoning: that you can compare against your current status-quo allocation.

No binding obligations. No public announcements without your permission. No disruption to your existing process. At the end of the pilot, you have a concrete, independently produced allocation recommendation you can evaluate on its own merits.

How the engine works

The engine takes four inputs per stakeholder in a given zone:

Claim
The allocation each party is asserting: historical usage, quota or allowance request, concession claim, or treaty entitlement.

Compliance history
Past adherence to agreed allocations (0 to 1 score). Even a rough proxy works for a first pass.

Economic dependency
Proportion of the party's relevant economy dependent on this resource: contextualises why a cut hurts differently for different actors.

Sustainability ceiling
Scientifically assessed sustainable ceiling for the zone. We use an existing published assessment for your domain (ICES/FAO/SPRFMO for fisheries, USGS/Global Water Watch for freshwater, UMD/GFW for forests, and so on) unless you have a proprietary one.

The engine runs a constrained optimisation across all stakeholders simultaneously, subject to three hard constraints: total allocation cannot exceed the sustainability ceiling; no party receives below a configurable treaty-floor minimum; no party's allocation moves more than a configurable maximum percentage in a single cycle (preventing destabilising step-changes).

The output is an allocation recommendation per stakeholder, with an explicit per-line explanation for each: not just a number, but a sentence of reasoning per allocation. All algorithm weights are inspectable. The engine has no stake in any outcome.

What a pilot delivers

Status-quo comparison: the recommended allocation set against the current or most recent allocation cycle. Delta per party, total resource efficiency gain or loss, and sustainability position under each scenario.

Recovery trajectory: projected resource health under the recommended allocation vs. status quo over a 3-year horizon. Modeled output, clearly marked as such.
📋
Methodology note: every parameter used and its source, so your team can independently verify, challenge, or replicate the output.

What we ask from you

Pilot terms

Reference template: Pilot / Trial Agreement: a short, plain-English scoping document covering data handling, confidentiality, and the non-binding nature of the output. Available on request; we can also work within your organisation's standard NDA if preferred.

Cost for the evaluation pilot: no charge. We are at the proof-of-concept stage and the value of a validated real-world run outweighs any fee we could reasonably charge at this point. If a paid engagement follows the pilot, that is a separate conversation with no obligation.

If your organisation's procurement process requires a formal contract even for a no-cost engagement, the pilot agreement covers the essentials and is deliberately short (under four pages).

Same coordination-failure shape shows up everywhere: 3B+ people face freshwater scarcity across 263 transboundary river basins; 5,000+ satellites are already competing for low Earth orbit with Kessler-cascade risk rising; the Amazon is approaching a 20 to 25% deforestation tipping point; critical minerals demand is set to grow 55 to 80% by 2030 (IEA) with no neutral body weighing extraction against reserve depletion.

Every one of these six domains has the same structural problem: a scientifically defensible sustainable ceiling exists, several parties have a legitimate claim on the pool, and negotiated outcomes routinely land above that ceiling anyway, because no party wants to be the one that takes the cut and there is no neutral referee in the room. Bodies with strong scientific mandates: ICES, SPRFMO, CCAMLR, national environment agencies, river basin commissions: produce assessments that then get modified in the political negotiation round.

CORIOLIS ONE does not replace any of these processes. It produces the same kind of output a technical advisory body would: an independently calculated recommendation with documented reasoning: that feeds into the existing process rather than bypassing it. The analogy is Global Fishing Watch for fisheries monitoring: a tool that RFMOs and governments actually adopt because it augments their capabilities, not a tool that claims authority it does not have. The same model applies whichever of the six domains you work in.

Who this is for

The pilot is designed for organisations that have direct involvement in allocation or advisory functions for at least one contested zone in any of the six domains, have some level of existing data on stakeholder claims and compliance history, and are willing to share that data under NDA for a 30-day engagement.

This includes: RFMOs and fisheries ministries (WCPFC, CCAMLR, NEAFC, SEAFO, etc.); river basin authorities and water commissions; carbon registries and emissions trading bodies; mining and critical-minerals regulators; spectrum and orbital coordination bodies; conservation NGOs with a relevant mandate (WWF, Oceana, MSC, MAAP); and academic institutions running allocation or policy research in any of these six areas.
